The agricultural recovery of sewage sludge is carried out under Decree-Law No. 276/2009, of 2 October, which, in its update in relation to previous documents, combines two major objectives: the credibility of the waste recovery operation and the protection of the environment and public health. For this reason, it requires that the agricultural recovery activity of sewage sludge can only be carried out by producers or operators accredited for this purpose – the Responsible Technicians – who must have training that qualifies them and raises awareness of all the actions associated with the process. In addition to requiring these Technicians to have higher education or equivalent training in the agricultural, forestry or environmental areas, it also presupposes their accreditation for this activity.
The accreditation of Technicians Responsible for the Agricultural Valorisation of Sludge (TRVAL) can be obtained by successfully attending a training course recognised by the Directorate General for Agriculture and Rural Development (DGADR), provided by training entities certified for this purpose, such as the Instituto Superior de Agronomia.
Goals
GENERAL: Provide participants with theoretical and practical knowledge about the use of sewage sludge on agricultural soils and the application of the standards determined by DL nº 276/2009 of October 2, allowing their accreditation with the DGADR.
SPECIFIC (skills at the end of training):
1. Identify community and national legislation relating to the regime for using sewage sludge on agricultural land;
2. Indicate the main rules, obligations and penalties relating to the agricultural valorization of sludge and its application to the soil;
3. Identify protective measures against pollution caused by heavy metals, organic compounds and dioxins, microorganisms and nutrients;
4. Assess the fertilizing value of sludge and its interest in fertilization;
5. Identify the recommended standards for collecting sludge and soil samples;
6. Develop Sludge Management Plans (SMP);
7. Prepare the Operations Planning Statement (OPS);
8. Fill out the field notebook correctly;
9. Apply good agricultural practices to the recovery of sludge in the soil.
Recipients
Professionals in the wastewater treatment sector, waste management/recovery companies, and farmers/consultants who wish to obtain accreditation as agricultural sewage sludge recovery technicians (TVAL).
Professionals and technicians from associations of agricultural and forestry producers who intend to become TVAL.
Requirements
Trainees must have a higher academic qualification, or equivalent, in the agricultural, forestry or environmental areas

AssessmentThe assessment will be carried out by means of individual and group tests and assignments (formative assessment), with two knowledge assessment tests (summative assessment). Trainees will be considered to have passed the course if they have attended regularly (absences must not exceed 10% of the total course hours) and obtained a final score, resulting from the average of the scores obtained in the assessment of the two summative tests, equal to or higher than 10 points (scale of 0 to 20 points). Technicians who successfully complete the course will be entitled to a certificate issued by ISA attesting to their achievement. On this basis, under the terms of Decree-Law No. 276/2009, they may apply to the DGADR for accreditation as a Technician Responsible for Agricultural Sludge Valorization (Note: cost to be borne by interested parties or companies).
